FINAL PUBLIC NOTICE
Hyde County Public Schools has applied for Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program funding through North Carolina Emergency Management (NCEM) as a sub- recipient.
Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990, FEMA is required to consider alternatives, and to provide a public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority and low-income populations. This notice may also fulfill requirements under Section 106 of the National Historic Preservation Act (NHPA).
Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state, and local laws, regulations, floodplain standards, permit requirements and conditions.

Special Flood Hazard Area Zone:
This project is for repairs and/or replacements to the Hyde County Public Schools bus garage, Mattamuskeet School buildings, sidewalk canopy, and ballfield, Ocracoke School buildings and contents, and the Hyde County Public Schools Admin building. All work is in shaded X zones (0.2% Annual Chance Flood Hazard) and/or AE zones (1.0% Annual Chance Flood Hazard). Confirmation of location in a Special Flood Hazard Area (SFHA) was determined by the Hyde County Flood Insurance Rate Map, Panel Numbers: 3720768000K, 3720862200K, 3720950000K, & 3720860000K, dated 06/19/2020. The proposed work
conforms to all applicable State of North Carolina and local floodplain regulations. There is a potential for the facilities to be impacted by future flooding events due to their location within the Shaded X zone and AE zone. The proposed work will not take place in wetlands per the United States Fish and Wildlife Service National Wetlands Inventory and will have little potential to impact or affect wetland values.
Proposed Work and Purpose:
Hyde County Public Schools will remove and replace interior and exterior components such as walls, flooring, electrical and heating utilities, contents, roofing, etc. at Mattamuskeet and Ocracoke Schools, an Admin Building, and Bus Garage. Repairs will also be made to athletic field components at Mattamuskeet Ballfield. Mitigation/minimization measures will be implemented by replacing two buildings roofs with a new structural system at Mattamuskeet School, and replacement, elevation or floodproofing of multiple buildings at Ocracoke School. As such, the useful life of these structures should increase and no adverse impacts to the floodplain should occur. Repairs to the Mattamuskeet Ballfield will maintain the beneficial values of the floodplain.
Project Alternatives:
Alternative #1 (No action): The 'no action' alternative would ultimately result in a negative impact on Hyde County Public Schools and the community. If the interior and exterior damage is not repaired, then adverse economic and social impacts may occur.
Alternative #2 (Relocation): Relocation of these facilities would result in negative impacts to the communities surrounding these facilities. These facilities provide educational services and recreational spaces for the community. Relocation may result in adverse economic and social impacts.
